10. "That the Board of Trade should invite the Chamber
of Shipping of the United Kingdom, in conjunction with the South African Steamship Conference and other Conferences, to investigate fully the question of freight rates charged upon commodities exported from the United Kingdom on the one hand, and from foreign ports on the other, and to endeavour to have removed any handicap from which the exporters in the United Kingdom may be suffering as compared with their competitors.

(a)
ECONOMIC MISSION TO JAPAN AND CHINA.
That the question of freight rates both on raw material imported into Great Britain for our industries and on finished products exported from Great Britain, particu- larly to the Far East, calls for serious investigation".
(b) "That the authorities at home should take up the matter
of freight rates with British Shipping Companies with a view to placing British exporters on a parity with Continental exporters".
