I am directed to acknowledge the receipt of

your letter of 12th November, 1930, forwarding a copy of

your communication of the same date addressed to the

Harbour Master Hong Kong on the subject of the

requirements of this Government in the matter of

passenger certificates for the Portuguese S.S. "Wing

Lee" and "Lima".

This matter has recently been the subject of

telegraphic correspondence between His Excellency the

Governor and the Secretary of State for the Colonies

and an assurance has already been given that clearance

will not be allowed to any such ships carrying more

than twelve passengers unless the full requirements

of section 10 of the Hong Kong Merchant Shipping Ordinance (No.10 of 1899) are complied with.

In these circumstances I am to inform you

that it is regretted that no action on the lines
