Mr Lionel Curtis called on me to-day
to explain a project which he and Mr Justice
Feetham had brought home with them from China.

Mr Feetham, it will be remembered, went
out to Shanghai to advise the Municipal Council
on their future policy. The questions centred
round the matter of the Provisional Courts and
the more general matter of Extraterrioritality;
and as a result of his experiences Mr Feetham
became impressed with the need for the foundation
in China of a School of English Law supported by
all the prestige and authority which could be
brought to bear.
His first idea was that such a School
should be established at the American University
at Shanghai, and the authorities of that University
were understood to welcome it. Mr Feetham
subsequently went on to Hong Kong and while there
became convinced that the right place to establish
the School was at Hong Kong University,
British Territory where not only could peace and
order be relied upon, but where there would be
shelter from the perpetual storms of Chinese
political factions and crises.

record the various consultations etc. which
followed that conviction on Mr Feetham's part,
the result now is that Mr Curtis who has been
working with Mr Feetham on these lines has
