With reference to Mr. 1lis's letter of the 20th September, No. 72892/30, I am directed by the Board of Customs and excise to state, for the information of the Secretary of State, that goods in transit through this country are not, in the absence of information or other cause to suspect that they bear illegal marks, specially scrutinized for the purposes of the Merchan di se Marks Acts, and that in these circumstances the fact that the spirits referred to in the despatch from the Governor of Hong Kong dated 30th July, 1930, had applied to them what appears to have been a false trade description and a fictitious name purporting to be that of a Scotch Whisky blender was not observed by the Officer of this Department who dealt with the transhipment of the spirits in London.
