HONG KONG 16th April, 1930.

I have the honour to request Your Lordship's

authority to include in the Estimates for 1931 provision for

an Ophthalmic Surgeon under the Medical Department.

2.

Such an appointment is desirable primarily in

connection with the examination of school children. At present

such cases when reported by the Medical Officers for Schools are

sent to an outside practitioner, but I consider that, apart from

the inconvenience of such a procedure, much more should be done

than at present in the way of systematic inspection.

3.

Apart from his work in the schools such an officer

would be fully employed at the Government Hospitals and Prisons,

in the Out-patient Eye Clinic at the Government Civil Hospital

and in attendance on subordinate officers and their wives and

families.

4.

I would propose to offer the usual salary paid to

specialists namely £800 to £1100 rising by annual increments of

£25.
