My Lord,

With reference to Your Lordship's confidential

despatch of 7th December, 1929, regarding alleged

discrimination in Hong Kong against American Commercial

vehicles I have the honour to state that the Inspector

General of Police has, after careful consideration of the

problem, drawn up a set of specifications and rules for

public service motor vehicles having seating capacity for

more than eight persons which will in his opinion, by

insisting on a constructional standard which is usual in

British but not in American motor-omnibuses, have the effect

of preventing the latter from being marketed in Hong Kong

at prices which can compete with the British vehicle.

In the matter of motor-lorries the United States

can have no complaint against this Government as the number

of American lorries, as of American cars, on the Colony's

roads, already exceeds that of their British competitors.
