As regards the conditions of Government

service generally in Hong Kong, there has been

some uifficulty experienced here in filling

Hong Kong vacancies, but that was not due

primarily to the salaries offered. The Crown

Agents have

little aifficulty in filling the

vacancies for policemen etc for which the pay

offered is not excessive.

We are approaching a period of financial

difficulty in Hong Kong as the revenue is not

very elastic and the Colony has probably been

living beyond its means. It will only stave

off the day of reckoning if the Governor is

allowed to have recourse to large loans, which

is the course he favours.

? Acknowledge receipt and request that the

petitioners be informed that their petition

has been carefully considered; that while it is

not now possible to reconsider the decision to

adopt the main recommendations of the Salaries

Commission, the facts the petitioners have

submitted in regard to the general position

in Hong Kong, will be borne in mind when

considering the recommendations of the Retrench-

ment Commission from whose labours, it is hoped,

substantial savings may result.
