Report of the Special Committee appointed to advise the
General Committee of the Hong Kong General Chamber of Commerce on the
REPORT OF THE SALARIES COMMISSION. 1929.

The Government of Hong Kong, by letter dated 30th October,
1929, forwarded for the consideration of the Chamber of Commerce
the Report of the Salaries Commission, 1929, with a request for
"any observations or representations which it may be desired to
make thereon"
The General Committee on 8th November appointed us as a
Special Committee to examine the Report in detail and to comment
thereon.
It will be convenient here to summarise briefly the terms
of reference and the principal recommendations made by the
Commission.
Terms of Reference to the Commission:-
(i)
The adequacy of Government salary scales.
(ii)
The currency basis and method of conversion to
(iii)
local currency
(a) when in the Colony,
(b) when on leave.
The principles on which acting pay, charge allowances
and overtime allowances should be granted.
(iv) Questions relative to the provision of either Government
quarters or Rent Allowances.
General Recommendations of the Commission:
(i)
An increase of 15 per cent on the nominal sterling salary,
plus a discretionary High Cost of Living Allowance of
15 per cent and 7 per cent for married and unmarried
officers respectively, calculated on the nominal sterling salary.
