I also enclose a memorandum, which I drew up in
consultation with our agents in Singapore with the idea of
in Malaya sending it to you on Clifford's retirement. The trouble thar
is more a question of internal administration caused largely
by the delay in promotion than the ridiculously short tenure
of office when promotion comes. Something must be done to
remedy this and to get the key jobs filled by younger men who
can hold them for ten years instead of eighteen months.
I know how busy you must be, but I hope that an outside
opinion may not be unacceptable. If you would like to discuss
the matter, I can arrange for some one familiar with the facts
to wait upon you.
