I have the honour to address Your Lordship on the
subject of the appointment of a successor to lir. H. R. Phelips, who is now retiring from the post of Colonial Auditor, aml to express
the hope that Mr. T. Dallin, at present Assistant Auditor, may be
favourably considered by the Director of Colonial Audit for this
post.

Your Lordship is aware of Mr. Dallin's excellent
record in Nigeria and in this Colony and I would add my personal
opinion that his promotion here would be most desirable on account
of his intimate knowledge of the working of all Government
departments and more particularly by reason of his grasp of the
financial problems of exchange and currency which, being peculiar
to this Colony, would be less easily understood by a newcomer
from elsewhere. I have a high opinion of Mr. Dallin's attainments,
and desire to place on record my appreciation of his services to
this Colony.
