Secretary of State for Foreign Affairs has represented

that this form is inappropriate/I agree. It appears that alternatives are an agreement between (a) His lajesty's Government in the United Kingdom and National Government of Tepublic of China, or (b) Chinese Maritime Customs Administration and Hong Kong. Secretary of State for Foreign Affairs is strongly in favour of form (a) and I presume you I am inclined to agree with this view, would have no objection. Cortain purely formal verbal amendments in text, which would be settled in consultatio between Colonial Office and Foreign Office will of course
be involved.
