Launches permitted to carry cargo shall provide a manifest in duplicate of all cargo carried, both on entering and clearing, and shall be liable to search for unmanifested cargo by the proper Hongkong authorities.

The depositing of a false manifest by the master or agent of a launch shall render the master or agent liable to a fine or other penalty as may be decided by the proper Hongkong authorities under the terms of Article XXII.

ARTICLE X.

Lighter means any closed-in cargo-boat, barge, or other like vessel for carrying cargo and intended to be towed, not being a junk.

All lighters on arrival at or departure from the Colony shall enter and clear at such station in the Colony as the proper Hongkong authorities shall direct, and shall there pay the Chinese Customs duties,

Lighters shall provide a manifest in duplicate of all cargo carried, both on entering and clearing, and shall be liable to search for unmanifested cargo by the proper Hongkong authorities.

The depositing of a false manifest by the person in charge of a lighter, or its owner, shall render that person or owner liable to a fine or other penalty as may be decided by the proper Hongkong authorities under the terms of Article XXII.

ARTICLE XI.

Junk means any sea-going sailing vessel of Chinese or other Asiatic build, construction, and rig.

For the better regulation of junks in the waters of the Colony the Hongkong Government

undertakes that-

(a) All junks shall be licensed either as general trading, local trading, or as fishing junks, and no junk shall be granted a licence in more than one class at the same time. A fishing junk shall not be employed for any purpose other than fishing. A local trading junk shall not be employed outside the waters of the Colony of Hongkong.

(b) The proper Hongkong authorities shall supply every junk with a certificate of

registration in the form of a licence book.
