It requires,
however, to be confirmed by the Executive Yuan, but as Mr. Soong is Chairman, I have little doubt that confirmation will be given.
7. I have, in accordance with Your Lordship's
instructions in your telegram of the 31st of
October, 1930, laid this draft agreement before the Executive Council, who have signified their concurrence therein, subject to a few verbal amendments which have been accepted by Mr. Maze and embodied in the draft which I now submit for Your Lordship's consideration and approval.
8. I agree with Your Lordship's view in regard to consulting the Chamber of Commerce and have not referred it to them. The representative of the Chamber on Executive Council did not raise the point.

As it is desired to have the agreement, if approved, signed with the least possible delay, I shall be glad to have Your Lordship's decision by
telegraph.
10.
There is one point which was raised, but which it was agreed should be made a subject of an exchange of notes. This is the question of the official recognition of the Commissioner and his precedence in the Colony. I see no objection to such recognition, and am prepared to give him precedence after Class I officers of the Civil Service. expressed the opinion that this was reasonable.
