Customs Agreement

between Hong Kong and China. I approve the proposal to

explore the possibility of working out some scheme of

co-operation for the prevention of smuggling from Hong Kong

into China in consultation with the Chinese Maritime Customs

Administration. I would point out however that it is

uncertain whether any such scheme will appeal to the

Government of China as sufficiently attractive to induce them

to accord to Hong Kong the advantages to the colony's entrepot

trade which would accrue to her under the agreement proposed,

and if the discussions do not lead to a satisfactory result it

may not be possible to regard as finally settled the question of allowing China to operate preventive service in Hong Kong water!

only as the final decision cannot be taken with regard to Hong Kong

interests but must also have reference to the wider British

interests in China generally and the policy of His Majesty's

Government there.
