Next year's Budget is likely to be difficult.
Hong Kong has spent a great deal on road development,
and the roads are excellent, though in many cases
cannot be described as developmental. I cannot avoid
saying that I think the institutions have suffered
from a generous policy of roads. Sufficient money
should have been allowed for other things. The hospital,
asylum and gaol are really very bad indeed. I trust
that we may be able to get some help from the Colonial
Development Fund for some of these purposes.
We both are liking Hong Kong very much, and also
the people in it, but we are finding it pretty hot at
present. The temperature is no higher than that of
Malaya, but there appears to be much more humidity
word one constantly hears used in this place!

on you, but I thought that perhaps it might be as well
to let you know how things are at this stage.
