I am directed by Mr. Secretary Henderson to refer to

previous correspondence on the subject of the proposed

agreement between Hongkong and China relating to the Chinese

Maritime Customs Administration and to transmit herewith to

be laid before Lord Passfield, copies of a despatch dated

November 25th from His Majesty's Consul-General at Canton to

His Majesty's Minister in Peking, a letter dated January 3rd

from the China Association enclosing copies of telegraphic

correspondence with the Chambers of Commerce in Hongkong

and Shanghai, a telegram dated January 2nd from Sir M.

Lampson and a telegram dated January 9th from His Majesty's

Legation at Peking transmitting a telegram from Shanghai

containing the views of the British Chamber of Commerce and

China Association at that port. The enclosures in the

Canton Despatch referred to above (Enclosure No. 1) consisting

of a despatch dated November 20th from the Governor of

Hongkong, with enclosures, addressed to the Secretary of

State for the Colonies have doubtless been received by Lord

Passfield direct.

2. A careful examination of the revised draft of the

Agreement forming enclosure to the Hongkong despatch

referred to above shows that the amendments that have now

been introduced are more extensive than the despatches from

The Under Secretary of State,

Colonial Office.
