On the Chinese Customs side
the lines of co-operation, on a reciprocity
basis, would probably be as follows:-
(a) Providing Hong Kong Imports and Exports
Office with available details regarding
junks, and their cargoes coming from the
Chinese Treaty-ports,

Allowing Chinese produce shipped from one
Treaty Port to another Treaty Port viä
Hong Kong to be transhipped at Hong Kong
without forfeiture of its native status.
(d) Permitting foreign goods

for non-Treaty ports to pay Import Duty and
Transit Dues before departure from Hong
Kong
(e) Assisting, as far as possible, the Hong Kong
Government in preventing the illicit entry
either by sea or land into the Colony from
China of Liquor, Opium, Compounds of Opium
and all other contraband goods.

Permitting Hong Kong steamers to participate
in the Inland Waters Steam Navigation
privileges.
Permitting Hong Kong merchants to liquidate
in Hong Kong Duty on foreign imports destined
for China in other words, throwing open to
them China's Bonding privileges.
