Sir,

With reference to your letter No. 72571/30 of the

3rd March on the subject of the proposed agreement between

Hongkong and China relating to the Chinese Maritime Customs

Administration, I am directed by Mr. Secretary Henderson

to state that he concurs in the terms of the draft telegram

enclosed therein which it is proposed to send to the

Officer Administering the Government of Hongkong.

2. I am to transmit herewith for the information of

Lord Passfield copy of a draft telegram which will be sent

to Sir Miles Lampson in lieu of that enclosed in Foreign

(2) Office letter No. F 45/37/10 of the 18th January as soon

as it is learned that the Board of Trade concur in the

terms of the draft telegram enclosed in your letter under

reference. A copy of the new draft agreement and of Sir

C. Clementi's covering despatch of the 20th November is

being communicated confidentially to the Chairman of the

China Association.

A copy of this letter and enclosure is being

sent to the Board of Trade.
