I have the honour to submit for your approval
a supplementary item of expenditure not included in the
estimates for 1929, which with the full concurrence of the
Public Works and Finance Committees of the Legislative
Council I consider to be both advisable and financially
possible this year.

The proposal is to undertake the construction
of two bridle tracks in Hong Kong Island, making use for the
most part of existing forestry paths. The plan attached
shows the proposed tracks with the existing paths. Motor
roads have, during the past decade trespassed very greatly
on the facilities which used to exist in the Island of
Hong Kong for horse exercise and also for pedestrians, and I think that the provision of these two bridle tracks, which I now suggest, would be a great boon in that they would be fairly high up the hill sides and yet below fog level and, therefore, very suitable for use during the hot weather.
Provision was made in this year's estimates

under Public Works Extraordinary, Item 31, for a motor road to Mountain Lodge to cost $57,000, but it has been decided that this work should not be undertaken, and in view of the
