Mr. Amery discussed this with Mr.Ormsby -
Gore and me this morning. He agrees that to
publish Sir C. Clementi's despatch now with no
corrections would give an altogether fal se impression of, to put it mildly, luke-warmness on the part of the Governor to the settled policy
of abolition of the status of mùi-tsai. But
Mr. Amery will be prepared to publish the despatch
eventually as part of a correspondence beginning
with say his telegram of 17th January. Of course
the exact beginning and end of the papers to be
published
