While the concrete blocks are being manufactured and set, I would obtain from England the necessary length (approx. 5,800 lin. feet) of specially heavy 12" internal effective diameter lapwelded steel main, double wrapped outside and lined internally with concrete, generally having welded type joints, but loose flange joints for the ends of every one hundred and fifty feet section. I

would also obtain approx. thirty special ball and socket flanged flexible joints for introduction into the pipe

line every three hundred feet at each set of anchor

blocks.

The pipes would be welded on land into continuous

lengths of approx. one hundred and fifty feet, having a

loose flange joint at each end and a flexible ball and

socket joint at one end of every alternate section. The

composite pipe and flexible joint would be lowered into

the water and suspended from a lighter which would then be

towed to position over the line. The pipe would now be low-

ered to its allotted position and an experienced European Diver would make the required flanged joint on the

harbour bottom. This procedure would be followed throughout,

working from the centre of the harbour towards the

sides.

The two sections of mud of a total length of

about eight hundred feet would be dredged to the "hard"

and a foundation of broken stone for the pipe and blocks

to lie upon would be deposited and trimmed.

The end landing in Hong Kong would be at Queen's

Pier, which would form a suitable protection without

additional expense while the Kowloon end landing would

require to be protected by a short braced reinforced

concrete pier.
