this would amount to a large sum. At any rate the question of pressure of boosting across the harbour is I think worth considering. The difference in expenditure would be considerable, the risk of laying would be minimised, and altogether the capital expenditure would be much less than the gravity scheme. The pipes being laid on the floor of the harbour, the question of repairing or locating leakage would be simplified, and could be readily provided for.

I do not suggest it is/better scheme, but the difference in cost would be so much that it might allow the work to proceed which could not be put in hand owing to the financial position.

I noticed in the papers a week ago that you had a most exceptional storm, and some 9 inches of rain in 16 hours. While this would no doubt help you in filling your reservoirs, I should think it was a very severe test on the sanitary equipment of the Colony.
