claim that in the lower reaches of the Yangtze we
have reduced the smuggling of salt by native vessels t
to a minimum, and are now turning our attention to
a large trade done in contrabant salt conveyed on
foreign vessels. In the ease of the "Kwai 3ang"
we do not suggest that the salt was carried by the
Company, but we would beg to point out that 530
baga of salt (each bag would be as much as a single
individual could carry, owing to its weight and
bulk) dan hardly be stored in the engine room without
the knowledge of the Chief Engineer, and in view of
this fact and also the frequent onveyance of illie-
it salt by vessels of your Company, we propose that
you should pay to this office a sum of $1,325.00 as
a fine, recoverable, at your on discretion, from
members of the orew of the s.s. "Kval Song."
