For your information we beg to hand you
herewith e opy of a letter dated 6th instant received from the Chinese Government Salt Revenue Department, Yangtsze Freventive Service, in which they make a proposal to fine our vessel "Kwisang" $1,325.- as her Chinese orew appear to have been implicated in the smuggling of salt from Swatow to Shanghai.
Whilst we are willing to assist the author ities concerned to take disciplinary action against the Chinese drew, we consider there is an important issue involved, here, namely, the right of Government Departments, other than the Chinese Maritime Customs, to fine vessels.
e propose to call on your goodself to- morrow morning in connection with this incident.
