In view of the fact that salt found on board

Chinese vessels reniers both salt and vessel liable to

omfiscation, we deem it necessary that some form of punishment by way of fines should be instituted. Chinese vessel carrying a small quantity of salt (say 2) besides other general cargo, is fined $5.00 per picul of illicit salt and the salt is confiscated.
