I have the honour to acknowledge receipt of
r. Amery's confidential despatch, dated the 20th of May, 1929, approving the in roduction into
To islative Council of the draft 3ill for the issue
of licenses to British ships to trade on Chinese
inland waters. Fr. Amery added that the Bill,
as drafted, failed to deal with the care of a ship clearing from Hong Kong for some place outside the inland waters of China and then proceeding to,
and trading in, those waters: and he suggested for consideration whether a penalty should not be imposed on such unlicensed ships as may be found to be trading
within Chinese inland waters. I referred this
matter to the Attorney General, who added a sub- clause to the Bill, in order to meet this objection, and I now attach prints of the draft Bill intituled "an Ordinance to arend the Terchant Chipping Ordinance, 1899", in which the new clause is numbered 3.A. (7).
