NANZING, August 7. The right to navigate in Chinese coastal and inland waters by foreign vessels will be withdrawn, according to the decision of the central political council at a meeting today.
Regulations governing the administration of navi- gation and harbors made at today's meeting are as follows: (1) in accordance with the principles of the Kuomintang harbors will be under the control of the national government; (2) the administrations of harbors and the wharves, godowns, dooks, and navigation signs thereof will be entrusted to the local government, which is subjected to the supervision of the national government;
incomes from the administration should be devoted entirely to the expenses of the administra- tion and for the improvement of the harbor; and (3) the maritime custome will be allowed to continue its management of those porte which have been under its control: these harbors likewise will be under the supervision of the national government.
The Waiohlaopu has been notified of the provosed abolition of the navigation rights to foreign vessels
