Dear Perrins,

Your letter 514096/16 of the 1st of

January about Lloyd's re-ort on the Macao Opium Farm. We thought it desirable to consult Hong Kong by telegram and have received a reply,

of which I enclose a copy.

You will see that

Sir Cecil Clementi does not

consider that the

information should be used except for communication

in strict confidence to the members of the proposed

Opium Commission to the Far East if and when

appointed, and it will therefore not be possible to communicate it to the Advisory Committee.

As, however, I pointed out previously,

the report refers to the period before the Macao Goverment abolished the Opium Farm and is, therefore

not of such immediate practical importance as at

first appears.
