Following received from Mr. Aveling No. 107 of
July 14th. Begins:
My telegram No. 105.
Mr. Choy today asked me whether I could give him
any news regarding His Majesty's Government's attitude
towards Boxer indemnity question. I told him that, as he had no doubt learned from Minister of Railways the whole question was now under His Majesty's Government's consideration and that pending their decision and your instructions I could say nothing.
2. He therefore informed me that if it would as-
sist His Majesty's Government in their decision the Chinese government would give an assurance that all orders for material and rolling-stock purchased out of British indemnity funds would be placed in United King- dom provided that we would specifically agree to condi- tion that these should be "open to tender in United Kingdom" and provided that money were used for complet- ion of Canton-Hankow Railway. I asked him whether I could regard his statement as authoritative and repre- senting views of Chinese government. He replied that he had seen Minister of Railways yesterday and had been authorized by him to communicate this information through me to you.
