Governor's 6. The Governor is strongly in favour of proceeding

with the Aberdeen scheme at once. He considers that

letter to

17.10.28.

it is the duty of the Government to use all water

supplies in the Island, and not allow water in the

Aberdeen Valley to run to waste. He observes that the

delay due to the attitude of the Unofficial Members is

regrettable, but, as they are unanimous, he considers that

the Naval and Military authorities should be consulted

as to the necessity or otherwise of insisting that the

water supplies within the defended areas should be utilised

to the full before supplies are sought from outside.

7. There is no evidence of the local Naval and Military

authorities at Hong Kong having been consulted on this

question.
