enclosing extracts from a memorandum written by

Mr. J. D. Lloyd, in which a suggestion is made for

on this same memorandum, a copy of which was

forwarded in your confidential despatch of

18th February, and has expressed his desire to

discuss the whole question with you during his

leave of absence in England.
