State for the Colonies.

My telegram of 27th August.
Water Supply. Session (al)
Paper should have reached by now. Restricted supply again
became necessary 11th September and water level reservoir
has fallen into position reached only in December last
year.
Community is most anxious to see extension of water
supply commenced and I would be glad to receive your
decision as soonnas possible. Opinion in favour of
immediate completion of cross harbour pipe has hardened
owing to early introduction of restrictions and as harbour
pipe will give earliest relief and will almost certainly
ultimately be required even if Aberdeen is undertaken.
I am strongly in favour of meeting popular demand and
proceeding at once with harbour pipe.
