In continuation of my secret despatch
of 14th April, 1928, on the subject of the Chinese Telegraph Office in Hong Kong, I have the honour to
enclose for your information a copy of a letter received
from His Majesty's Consul-General at Canton covering a
communication from the Commissioner for Foreign Affairs,
Enclo. No. 2. Canton, and of my reply thereto from which you will
observe that the negotiations in this matter with the
Canton Government have broken down and that I have
withdrawn the concession regarding the appointment of a Commercial Agent.
