I have the honour to acknowledge the receipt of

your letter of the 28th March informing me that Mr. Kong

Shiu Lai, a Chinese merchant resident in Mongkong has been

appointed Head of the Chinese telegraph office in Hongkong

).

I have, however, already explained to you and to

Mr. Li Min-yin that an appointment in this form is not

satisfactory to the Hongkong Government, and both you and

Mr. Li agreed that the Chinese title of the Commercial agent

should be that desired by the Governor of Hongkong, namely

}.

In order, therefore, that there should be no

misunderstanding in a matter of this importance, I shall

be glad if you will kindly write me another letter informing

me officially that it is proposed to appoint Mr. Kong sia

Lui as

I will then subait

his name for the approval of the Hongkong Government.

The favour of an early reply is requested.
