I have the honour to inform you that I transmitted

to the Governor of Hongkong a copy of your letter of the 24th April regarding the Chinese telegraph office in

Mengkong.

I am now requested by His Excellency to inform

you of his regret that for the reasons which have been

explained at length to Marshal Id Chai-sum and yourself

the Hongkong Government is unable to accede to the wishes

of the Canten authorities in this matter, and to state

that the concession offered by the Governor of Hongkong

at the comference of the 10th March, having been refused,

is now definitely withdrawn.
