I have read with much interest the draft despatch
sent to the Foreign Office under cover of Mr.Beckett's confidential letter of the 8th August. There is one point ir it which needs further elaboration, I think. In addition
to the questior whether the Hong Kong Government should
devote to the development of the New Territories the
maximum of the Colony's funds which can be made available
for that purpose, there is the question whether it is politic
or right to construct within the Now Territories public works which are essential for the Colony. Thus it was at
one time proposed that the Colony's geol should be built in New Kowloon and that the Colony's Police Training School
should be placed in New Kowloon. It was further proposed that barracks for the garrisor should be built in the New Territories. Moreover the Colony's aerodrome is now actually being built in New Kowloon on the Kai Tek reclamation,
but that was a case of Hobson's choice, for we were advised
that neither on the island nor in Old kowloon was there
any area at all which could be successfully developed as an
aerodrome. Now, however, the question of the water supply
has raised the problem in an acute form, namely is it wise to
spend millions of the Colony's money in constructing
reservoirs in the New Territories to serve - not areas in
the New Territories but the island and Cld Kowloon?
Unless His Majesty's Government affirms the
propositior that Hong Kong island, Cld Kowloon, New Kowloon
and the New Territories form an indivisible whole, no part
