workmen have even been wounded.
Therefore
Government should introduce the above provision.
C. Regulations for mall handior aftsmen.
(1) who has been licensed with a small business
licence to employ less than 5 workmen and has been
duly registered by the Police, will be classified
small handicraftaan.
(Explanation) When strikes take place small
handicraftsmen are often regarded by labour unions
as workmen and required to suspend their work, but
as they are in fact both workers and employers, they
generally refuse to comply with the requirement,
not wishing to suffer any loss. Thus much dispute
has arisen, and therefore handioraftsmen must be
properly defined.
(2) liandi craftsmen shall be at liberty to join
unions or not as they please, and no union shell
exercise any compulsion over them.
(Explanation)
Liandicraftsmen do not belong merely
to the propertyless class, and their interests do not
agree with those of the workmen.
Therefore they
should be allowed to join or not as they like.
(3) All handicraftsmen whether they have joined
a union or not, shall be allowed to continue their
work during a strike. But this shall only apply
to the handicraftsmen themselves.
