to prevent corrupt union officers from committing

any breach of law and to reduce the burden on

workmen and merchants, the above provision is proposed.

(6) No union whether it has been registered

or not, shall compel by force of arms or by any

other form of intimidation anybody to become a member.

(Explanation) No labour union can have strong

foundation unless it is formed by the workmen

themselves and joined by members of their own accord.

If force of arms or other form of intimidation is

employed to secure members, it will mean that the

union has itself committed a breach of the laws

first. Recently a considerable number of unions

have created trouble, compelling people by force to

become members, Therefore Government should impo se

some control over them.

(7) No workmen shall carry with them any

weapons, such as revolvers, clubs, etc. in any

procession, and in case of any breach of this rule

the Police and the Military shall have power to

disperse the procession at any time. The Publi0

Pesce Bureau shall also have right to arrest at any

time any mob fighting with arms or refusing to obey

Police or military.

maintenance of the general peace. As is on record,

due notification has been issued under the joint

name of the Fublic Peace Bureau and the Peasants and

Borkmen Department. Of late, however, gang fighting

with arms has still been going on, and in some cases
