I do not like the first proposal in No. 1.

which, so far as I am aware, is without precedent

elsewhere. It seems particularly inopportune at the

present moment when an attempt is being made to

instil a greater measure of uniformity in Colonial

Pension legislation generally.

As regards the desirability of officers being

in a position normally to retire at the age of 55,

it will be recalled that this is the normal retiring

age in Malaya, and that there has been no manipula-

tion of the Pensions Ordinance there to make normal

retirement at 55 possible.

In Malaya, a cadet

joining the Service at, say, 23 and retiring at 55 can

only get 32 + 5

60ths

of his final salary which is,

of course, less than 2/3rds.

It seems to me that if the pensions now

payable are inadequate, proper remedy would be by

revising the pensionable emoluments on which

pensions are calculated.

The second proposal in No. 1. accordingly

seems to be a move in the right direction and I see

nothing objectionable in the proposal itself..

It is, however, suggested, in addition to

proposal 1 that it is not regarded as being in itself

sufficient
