useful harbour works to be charged to the harbour account,

more especially as the cost seems to be reasonable.

We

hesitate, however, to express the same opinion as to the

other half of the dredging. It would provide the balance

of the necessary spoils urgently needed for the reclamation

but, on the evidence before us, the alterations in the

Harbour must, apart from further investigation, be regarded

as of a speculative character.

We think, therefore, that

the cost should be charged against the reclamation and not

against the Harbour.
