This morning Sirdar Sahib Budhe Singh, senior native
officer of municipal Sikh police and head of loyal Sikhs
here, was shot dead in the heart of the settlement by a
Sikh watchman who was arrested.
There is no doubt that this crime is the result of
direct support given by Chinese communists to disloyal
Sikhs which has been ostentatiously displayed at all ports
under Nationalist government.
Secret information indicates that general labour union
has promised protection to seditionists who are planning
further assassinations in addition to attempts which have
already been made to seduce Indien troops now here.
Chiang Kai-shek has failed to control union and
arrival of Wang Ching-wei has still further reduced his
ability to oppose it.
The headquarters of all these activities is situated
in Chapel and until this area is brought within our defence
line, either under senctions to be imposed with regard to
Nanking or as an independent precautionary, situation here
cannot be regarded es satisfactory.
