Sir,
I have the honour to refer to your
letter No.375/544 of the 7th of December 1925, in
which you request me in the third paragraph to
obtain an analysis of the transactions which were passed through the Exchange Account and the Adjustment of Exchange Account from 1922 to the
date when the ruling of the Secretary of State,
contained in his despatch No.431 of the 26th of November 1925, to the Governor of Hong Kong became
operative.

I regret the apparent delay in
submitting to you the result of my investigations, but as will be observed from the Summary which I
now submit for your information and approval, I found it necessary to institute my investigations
from the commencement of the financial year 1920, and as you will no doubt fully understand this work has necessitated minute examination of the financial
operations of this Government for the past seven years, in addition to the routine work of the department. I hope you will therefore consider
that the delay has not been excessive.
3. In submitting the Summary, I have only
included the totals of the various accounts as they
stand at the end of each financial year, as I feel
