Sub-Inspectors of Vernacular Schools.
This class at present consists of 8 Chinese
recruited by special selection from the Vernacular Master
type. No provision has hitherto been made for their promotion and it has happened that Vernacular Masters have
been specially transferred to the Vernacular Sub-Inspectorate
and subsequently have been passed in point of salary by
Vernacular Masters, originally their juniors, who received promotion to a higher Vernacular Master class.
I propose that Vernacular Sub-Inspectors and
Vernacular Masters should be interchangeable, not forming 2 separate classes, but all being on the scale set forth in
the previous paragraph.

English-Teaching Chinese Mistresses.
The present scales are
$600-60-1200 ( 2 posts)
1260-60-1620 (11 posts).
I recommend that there should be one scale only, $600-60-
2400.
