The present scale for Vernacular Masters which I will call

(c) is

I propose that the maximum for all these masters shall be

raised to $4800: that for (a) and (c) the initial salary

should be $700. University trained teachers should remain

as they are up to $3000, but should continue beyond that by

increments of $150 to $4800.

It is expected that future recruitments to

the English-teaching Chinese Masters' staff will be mainly

by way of University trained teachers. But there are more

than 50 English teaching Chinese Masters now on the staff

who were formerly pupil teachers or otherwise recruited and

trained at the Technical Institute. These men are doing

good work and form a loyal and trustworthy class of

Government servant.

Under the present system of promotion by

vacancy in classes their progress in the service is unduly

slow, and their prospects unduly limited. The same remarks

apply to the Vernacular Masters. The cost of living for Chinese has risen greatly since 1920, and I consider that

a system of continuous increments, subject to efficiency

bars
