I have the honour to submit to you proposals
with regard to increase of salary and improvement of
prospects of Government educational officers, both British and Chinese in this Colony.

British Masters.
This class is normally recruited in England
through the Colonial Office.
The initial salary for Class
II Assistant Masters is £400 rising by annual increments of £20 to £600. Above £600 there are 12 higher-paid posts
provided for in the 1926 Estimates: these are
1 Inspector of English Schools,
£900.
1 Headmaster, Queen's College,
£850-25-900.
1 Inspector of English Schools,
£750-25-850.
2 Senior Masters,
£750-25-850.
1 Senior Inspector of Vernacular
Schools,
£650-25-750.

Before the outbreak of the strike in 1925 y
predecessor had under consideration a scheme of revision of
these scales of salaries. The need for revision falls under
two heads: (a) the maximum salaries of the higher posts are
