I have no personal knowledge of
Mr. Southorn, though it is clear from the pp. that
he is an Offices of great ability and
desert. But he has no experience of Chinese and
of the peculiar Conditions of I. Kong. To offer
him the Spl. Secship of H.Z. to oblige Mr.
Clementi would be contrary to our principle of
discouraging Govv. from nominating to high posta
under them individuals who have served under them

in Colonies where have been stationed before taking
up their present Governorships. I consider
that it would be very unfair to the Service-
generally to offer this post to Mr. Southern
without full consen of other candd by the Prom.
Committee.
The Gov. should appoint an acting Col. Sec.
from the H.. service to replace Mr. Fletcher on

not be filled till Sir C. Severn's leave is
