The Governor has now reported that further
large quantities of Russian arms are being imported
into Canton, that numbers of Hong Kong strikers are
being armed and drilled by Russians. He states that it is not possible to ignore the possibility of Hong Kong being attacked, that he is unable to regard without drquietude the depletion of the Hong Kong Garrison as a result of sending troops to Shameen, and he urges that the needs of Shameen should be provided for in some other way as soon as possible.
In the circumstances the reinforeement
of the Garrison of Hong Kong appear to be a matter
af urgency.

to the troops which have already been sent, or to the possibility that it may be necessary to send
others to Shameen.
