My Lord Duke,

I have the honour to submit for the

signification of His Majesty's pleasure Ordinance No.25 of

1922 entitled "An Ordinance to apply a sum not exceeding

Seventeen Million eight hundred and sixty nine thousand

and sixteen Dollars to the Public Service of the year 1923,

together with the customary report by the Attorney General. 2. I enclose al so eight copies of the Estimates

of Revenue and Expenditure, an Abstract showing the differences between the Estimates of Expenditure for 1922

and 1923 and the usual Financial Statements together with copies of an address which I delivered on the occasion of the first reading of the Appropriation Bill and of a report of the proceedings in the Legislative Council on the second reading and subsequent stages of the Bill.

3. The details of expenditure have been fully dealt with in my address and in the explanatory notes at the foot of each page in the Estimates that it appears unnecessary to recapitulate these explanations in this despatch. All additions to the Establishment have already received your sanction with the exception of a few minor appointments in the Public Works Department which have been made with a view to carrying out some of the recommendations
