With reference to your Circular despatch

of the 3rd June, 1922, I have the honour to inform you that before coming to any decision as regards asking the Legislative Council to vote funds for the purpose of payment of ex gratia compensation to individuals who have suffered loss or damage through enemy action during the war, I should be ged if I could be informed whether any cleizs of this nature have been received by you from persons belonging to Hongkong. In this connection I would refer you to Sir R. E. Stubba' despatch No.91 of the 25th February and my despatch No.156 of the 11th April, 1921, which deal with all the cases so far known to this Government.

It would further be of great assistance if

a copy of any reports issued by the Royal Commission on Compensation for Suffering and Damage by Enemy Action could be furnished for the guidance of this Government and if some indication could be given of the principles on which the

Royal Commission would be likely to deal with a case like

that
