I have examined the accompanying Ordinance intituled

An Ordinance to amend the Widows' and Orphans' Pension Ordinances, 1908

and 1921,

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

2.

The object of this Ordinance is to include within the scheme

of the Widows' and Or hans' Pension Fund all European members of the

police force, and all officers of the Government, other than police

officers, who are appointed, either permanently, or on agreement for

perioda exceeding two years, and who receive at least $420 per annu.

3.

Apart from the case of the police force, which is dealt

with below, an officer who is appointed on an agreement for a term

of years does not come within the scope of the rincipal Ordinance,
